Expression Engine powers my homepage. On the rare occasions when EE can’t establish a database connection – but my host server is still up – it would be nice to be able to define a static HTML page for the system to default to, so as to be able to make the error a little less abrasive.

Wordpress had a plugin or hack for this. Whenever the database was down it would kick up a static HTML page and send me an email to let me know.

I like this idea a lot astuteo, thanks for contributing.  I’ll investigate the feasibility of such a thing.
