Upgrade from 1.63 to 1.64 Issues

I upgraded from 1.63 to 1.64, everything looks fine in the control panel (and it says I’m running 1.64) but when I got to my site - I get the following error

The system does not appear to be installed. Click here to install it.

Ideas?
