Adding HTML buttons to post screen

I’m trying to add some HTML buttons to the post-screen, as shown in this page, but it doesn’t seem to work for. I do get the buttons, but when I use them, the <ul>, <li> and other comments are not being parsed in the output, but just shown as they are.

Seems very odd that plain html is not being parsed on a webpage.
