When I first bought and installed EE, there was a screen on the web site that let me pick a design template.  Once I followed the directions of downloading the template and installed it, the template was applied to my blog.  Now I’d like to change the template.  I think it would be a nice feature if there was a way to select different design templates from the Template tab and apply those templates globally.

I’d like that too - I’ve just switched from Movable Type, which had a handy Style Catcher. Obviously it’s not as flexible as designing and tweaking your own templates but it would be nice for newbies like me

It would be even better to have a few more downloadable themes/templates for photo galleries etc.

Personally, I don’t see that happen anytime soon: it would mean to restrict users to a fixed site layout, with common site elements; and while that might work for a blog, it won’t for a general-purpose CMS.

If you’re creating a new weblog, you do have the option, incidentally, to create new templates automatically from any installed theme.  We do also have some Knowledge Base articles covering this somewhat:
