Where the 3rd section identifies the weblog name in question, consider this…

{exp:weblog:entries} Entry content {/exp:weblog:entries}

Where not the 3rd section denotes a built-in function. Is this typical of EE, where a function can be used in place of a weblog name in the weblog tag? Is this for only built-in functions? How does EE handle this? Like, if I have a weblog named “entries” what will happen… will I get an error?

Ah, I think you are misunderstanding.  The third section does not denote a variable - those tags do not change in that area.  You would change such things via parameters.  For instance, {exp:weblog:weblog_name weblog=“default_site”}.  Have a look at the bottom of this page where it explains your first example.
