Saw this on another blog and thought it might be a neat plugin (assuming, of course, that it doesn’t already exist):

If a comment contains a hyperlink, the comment is automagically placed in a moderation queue to be approved.

You might want to have a look at this developer blog entry - it’d probably be easier to extend that to moving comments into moderation rather than starting from scratch.
