I’ve noticed that in my older archived posts that all ” and ’ marks have been changed to ? An example is that doesn’t now looks like ‘doesn?t’ and something like “quote” now looks like ?quote?

Why is this and how can I correct it?

Regards

Did you switch the character setting for the blog in the past or are the affected entries imports from another blog? Different character settings can result in effects similar to the one you describe ... and EE does not change the coding of old entries when changing the setting, the new setting only applies to new entries.

BTW: Updates to the MySQL database engine (with changed default encoding, like 4.0.xx -> 4.1.xx) may result in weird encoding as well - and restoring a MySQL backup with an faulty/old backup/restore utility (like old PHPMyAdmin installations) can cause problems.
