I need to create a member group which need to have access to the control panel, but members of this group shouldn’t be allowed to access their account settings (My Account). Only the admin should change their settings. Is this possible?

Actually, I do not believe this is possible, since that area contains all of their membership information which they should be able to change.  You might make this a feature request.
