Can’t Enable Extensions Manager

Does Anyone have a clue why my new site would fail to complete my request to enable the Extensions Manager?

CP Home › Admin › Utilities › Extensions Manager > “Enable Extensions?”

When I click on this and confirm it, it comes back showing that the Extensions Manager is still disabled. I am using EE 1.6.4

Just had this problem and found this solution:

“make sure your config.php file is writeable. On many systems that means the file permissions are set to 666”

Worked for me. Hope that helps you.
