Is there an easier way to do this?

i need to group the members with their location (and a headline above a location group) and don’t want to repeat the whole query for every location.
otherwise i would have the headline looped for every member entry or 20+ queries within one template … gulp

It’s stil going to be an SQL query, but depending on your needs you might be able to use a GROUP BY clause.
