sorry for that fast explanation. i mean would it be possible to embed the control panel of EE in the template? for example EE forum that the forum can be embeded in the template by using the code

No. The CP uses its own set of templates, and is separate from the rest of the site. There is no way to embed the control panel into a regular template.
