Error opening install page

I am installing EE onto a virtual server, but upon copying files, setting permissions and browsing to the install.php page, my browser wants to download the install file, rather than open it. My PC will prompt me and ask what program I would like to open the file.

I did not find an answer for this by searching, anyone have an idea?
