does the forum module:

1. allow for member moderation? (new members have to be approved)

2. allow members to only have access (reading or posting) to certain forums?

3. allow for forums that members do not have access to, to be hiddden from them?

1) The membership system is EE wide, and EE supports member moderation: so yes.

2)  Yes

3)  Yes (I believe this is automatic)

2 and 3 are done by member group.

Does the Forum module support New Topic Moderation?
(I want users to be able to post new topics, but the new topics should not be visible in the forum until the admin approves it)

There isn’t anything like that in the forums. No place for a status or something similar.

You may want to see if there is an existing feature request for this, or add a new one.
